Manipur, Meghalaya and Tripura Statehood Day marks 21 January 1972, when the North-Eastern Areas (Reorganisation) Act, 1971 made all three full states of India. Manipur and Tripura were upgraded from union territories, and Meghalaya was separated from Assam. In 2027 it falls on Thursday, 21 January 2027.

Three states, one birthday. That is the first thing to understand about 21 January, and the second is that the three got there by very different roads. Two were princely kingdoms with centuries of royal history. The third was a group of hill districts that had spent a decade asking to leave Assam.

What happened on 21 January 1972?

On 21 January 1972 the North-Eastern Areas (Reorganisation) Act, 1971 came into force, and Manipur, Meghalaya and Tripura became full states of India on that morning. Parliament had passed the law on 30 December 1971, two weeks after the Bangladesh war ended, and it redrew the map of the whole region at once.

The act did five things. It turned the union territories of Manipur and Tripura into states. It made Meghalaya, then an autonomous state inside Assam, a state in its own right. And it created two new union territories out of land Assam had administered: Mizoram from the Mizo district, and Arunachal Pradesh from the North-East Frontier Agency. Those two became states later, in the 1980s, and keep their own statehood day.

Prime Minister Indira Gandhi inaugurated the new state of Meghalaya at the Polo Ground in Shillong. Captain Williamson A. Sangma was sworn in as its first Chief Minister.

How did Manipur become a state?

Manipur reached statehood in 1972 after two decades as a centrally run territory, and the road there is still argued over. The Maharaja signed an Instrument of Accession on 11 August 1947, handing defence, foreign affairs and communications to India while keeping internal rule. That same year Manipur adopted its own constitution and elected an assembly, which the Government of India did not recognise.

On 21 September 1949, in Shillong, the Maharaja signed a merger agreement that took effect on 15 October 1949. Accounts of the signing describe him being kept under pressure and cut off from his ministers, and the elected assembly was not consulted. Some groups in Manipur still dispute the merger's legitimacy. After it, Manipur was governed by a Chief Commissioner, gained a legislature and council of ministers in 1963, and became a state in 1972.

Today the state is home to the Meitei, who are about half the population and mostly live in the Imphal valley, and to Naga and Kuki-Zo tribes in the surrounding hills. Manipur gave the world modern polo and the Manipuri dance tradition. Since 3 May 2023, violence between Meitei and Kuki-Zo communities has cost many lives and driven around 60,000 people from their homes, and Statehood Day functions in Imphal have been held quietly as a result.

How did Tripura become a state?

Tripura was a kingdom long before it was a state. The Manikya dynasty ruled it for centuries, and its name is tied to the goddess Tripura Sundari, whose temple at Udaipur is one of the Shakta pilgrimage seats. The last reigning king, Bir Bikram Kishore Manikya, died in 1947, leaving a 13-year-old heir.

His widow, Maharani Kanchan Prabha Devi, ruled as regent. With East Pakistan on three sides and unrest inside the state, she signed the Tripura Merger Agreement on 9 September 1949, and it took effect on 15 October 1949. Tripura became a centrally administered Part C state, a union territory on 1 November 1956, and a full state in 1972.

Tripura has 19 recognised tribal communities, and a Tribal Areas Autonomous District Council governs much of its hill country. Bengali and Kokborok, the language of the Tripuri people, are both official languages.

How did Meghalaya become a state?

Meghalaya is the only one of the three that did not exist as a unit before independence. The Khasi, Jaintia and Garo hills were districts of Assam, and through the 1960s their leaders pressed for a hill state of their own. Parliament first passed the Assam Reorganisation (Meghalaya) Act, 1969, which created Meghalaya as an autonomous state within Assam on 2 April 1970. Full statehood followed in 1972.

The name means "abode of the clouds" in Sanskrit. The geographer S. P. Chatterjee used it for the region in 1936, and it was adopted for the new state. The Khasi and Garo, the two largest communities, are matrilineal: family names pass through the mother, and among the Khasi the youngest daughter traditionally inherits the family home and looks after her parents.

How is Statehood Day marked in the three states?

Each state holds its own official function on 21 January, with the Governor and Chief Minister, a parade or flag ceremony, and cultural performances. Meghalaya held its 2024 main function in Tura, the largest town in the Garo Hills, instead of Shillong. Tripura's state-level function is usually held in Agartala, and in 2026 the Governor opened a programme at Lok Bhavan there marking the day for all three states. In Manipur, the main function has been held at the 1st Battalion Manipur Rifles parade ground in Imphal. The President and the Prime Minister post separate greetings to each state.

Whether 21 January is a holiday depends on each state's own holiday list for the year. It is not a national holiday.
